Every step repair quote starts with one question. Is the concrete failing, or is the ground under it failing? Sort your steps into one of these four groups.
The top layer is peeling off in thin sheets and the aggregate is showing. This is scaling, and it is a surface problem that resurfacing usually solves.
The nose of a tread has broken away, often from a plow, a dropped load, or years of freezing water. A patch that is sandblasted and blended costs a few hundred dollars and lasts if the rest of the step is solid.
A crack that travels through more than one tread means the whole unit is flexing. Filling it hides the symptom for a season, then it opens again in the same line.
If the flight has tilted, sunk at one end, or pulled away from the house, the soil beneath it washed out. Nothing you put on the surface will fix that, and the steps need to be lifted or rebuilt.

Simple crack sealing can start as low as $20 in materials and stay under $300 with labor. At the other end, replacing a flight outright is priced like new step construction, and HomeGuide's 2026 step repair data shows structural work climbing past $2,000.
Step count, tread width, and railing removal all move the price. So does matching color and texture, because blending a repair into weathered concrete takes more time than pouring new.
Once a repair quote passes roughly half the cost of new steps, rebuild instead. New steps come with a fresh base, correct rise and run, and drainage away from the door.
If a railing has to come off and go back on, that is extra labor. And when a rebuild changes the height of the flight, the railing often has to be rebuilt to meet current code, which is a separate trade and a separate cost.

Water sits on flat treads, soaks in, and freezes. The National Ready Mixed Concrete Association defines that flaking as scaling, and calls for air-entrained concrete with 6% to 7% air in severe freeze-thaw exposure to prevent it.
The same guidance warns against using deicing salts in the first year after a pour. We tell every customer the same thing when we hand over new steps, because one winter of rock salt on green concrete can undo the whole job.

Rebuild when the steps have settled, when rebar is exposed and rusting, or when the rise between treads has become uneven enough to trip someone. New concrete steps construction starts with a compacted base, which is the part the failed steps never had.
Whatever route you pick, handle it before the cold. Water that gets into a cracked tread in November freezes by January and takes another chunk with it. A repair booked in the fall costs less than the rebuild the same steps need by spring.
